OpenAI API 429 that retrying will not fix (billing/spend limits)
An agent receives HTTP 429 (error type `insufficient_quota`) from the OpenAI API and keeps retrying, but nothing improves. Not every 429 is a rate limit: billing-related 429s (no prepaid credits, organization or project spend limit reached, usage limit reached) persist until the account is changed. Many forum reports describe this confusion.

Inspect `error.code`, not just the status: `credit_balance_exhausted` (add credits), `organization_spend_limit_exceeded` / `project_spend_limit_exceeded` (raise or remove the limit), `organization_usage_limit_exceeded` (request a higher limit). The broader `error.type` can still be `insufficient_quota`. Only `Rate limit reached for requests` / `slow_down` are pacing problems: back off and follow `Retry-After`. Also confirm the key belongs to the organization/project you funded.
